GlobalFoundries secures $1.5 billion in CHIPS Act funding for US expansion

The Biden administration is granting $ 1.5 billion in funding to GlobalFoundries to bolster semiconductor production under the CHIPS Act. The company, which spun out from AMD in 2009 and also has access to $ 1.6 billion in loans from the CHIPS Program Office, will split the cash between three projects.

First, GlobalFoundries will build a new fabrication facility in Malta, New York, where it aims to produce “high value technologies not currently available in the US,” the Department of Commerce said in a statement. GlobalFoundries says it will use the facility to build chips for a range of industries and applications, including the automotive, aerospace, defense and AI spaces. Construction is expected to start in 2025.

Secondly, GlobalFoundries plans to expand its existing facility in Malta by incorporating tech from its Singapore and Germany plants with the aim of making more semiconductors for use in cars and trucks. This expansion, combined with the new fab, will enable GlobalFoundries to triple the capacity of its Malta campus over the next decade or so. Once all phases of both projects are complete, GlobalFoundries expects to increase wafer production to 1 million per year across the plants.

Last but not least, the remaining funding will go toward modernizing an existing fab in Burlington, Vermont. The aim is to build the first US plant capable of high-volume manufacturing of next-generation gallium nitride on silicon semiconductors for electric vehicles, smartphones, the power grid and other key technologies. The plant will use entirely carbon-free energy, while an on-site solar system will provide up to nine percent of annual power needs.

Through public-private partnerships, GlobalFoundries plans to invest more than $ 12 billion into the sites over the next 10-plus years. New York is also supporting the Malta projects with $ 575 million in performance-based Green CHIPS tax credits, while the New York Power Authority is investing at least $ 30 million.

The Department of Commerce says the three projects are expected to create 1,500 manufacturing positions and around 9,000 construction jobs over the next 10 years. The positions are slated to pay fair wages and offer benefits including childcare.

Aligned with the broader aims of the CHIPS Act, the investment is designed to improve domestic semiconductor supply chains. GlobalFoundries says that there are only four companies that can deliver “current and mature foundry capabilities” at its scale outside of China, and it’s the only one of those based in the US.

Last year, the company reached a direct supply agreement with GM to provide the automaker with US-built processors and help it avoid the kinds of chip shortages that caused a significant slowdown in car manufacturing in the midst of the COVID-19 pandemic. GlobalFoundries agreed to create an exclusive capacity corridor for GM chips. GlobalFoundries struck a chip deal with Ford in 2021 as well.

AMD brings AI to Ryzen 8000G desktop chips at CES 2024

AMD was the first company to deliver x86 laptop chips with NPUs for AI acceleration last year — now, at CES 2024 it’s doing the same for desktops. The company’s new Ryzen 8000G processors, which debuted today in Las Vegas (but have already been leaked by retailers), are once again NPU pioneers among x86 desktop chips. And on top of that, the company claims its built-in Radeon 700M graphics are the fastest ever seen on a desktop chip.

While the Ryzen 8000G chips aren’t AMD’s most powerful desktop offerings — the Ryzen 7700X and above all offer higher clock speeds, core counts and onboard cache — AMD says the new processors could be compelling options for gamers trying to build capable systems on a budget. The fastest model, the Ryzen 7 $ 329 8700G, is an eight-core chip running between 4.2GHz and 5.1GHz, sporting Radeon 780M graphics.

According to AMD, that processor averages 90 fps in Baldur’s Gate 3 in 1080p with low detail settings and the company’s Hyper-RX and Fluid Motion Frames features turned on. (The latter is a bit controversial, since it can make gameplay look smoother and deliver higher fps counts, but it’s also early technology and it’s interpolating even more frames than AMD’s FidelityFX Super Resolution 3.0.) Without any of those extra features, the 8700G still hits a respectable 58 fps in Baldur’s Gate 3.

Of course, not many people, especially self-proclaimed gamers, would actually want to play with the lowest graphics settings. But if you’re on a budget and building a system piece-by-piece, the 8700G and the rest of the 8000G family could at least let you play something before buying a dedicated GPU. AMD also claims its built-in graphics are significantly faster than Intel’s latest offerings. According to the company’s benchmarks, the 8700G is four times as fast in Hitman 3 in 1080p compared to the Intel i7-17400K’s UHD 770 graphics.

Even if you’re not intrigued by the Ryzen 8000G Series’ graphics potential, its NPU still makes it a unique desktop chip. Much like the NPU’s we’ve seen on AMD’s recent mobile chips, as well as Intel’s new Core Ultra hardware, it’ll let you speed up AI tasks without hitting your CPU or GPU. At the moment, NPUs enable features like Windows Studio Effects, which can blur your background during video chats, as well as media editing in Adobe and DaVinci software. NPUs are more compelling on laptops now, as they can help systems be more efficient and potentially save battery life. But having an NPU on your desktop chip today could be a smart way to future-proof your build.

Speaking of those AI accelerators, AMD also teased the performance of its new Ryzen 8040 mobile chips at CES — specifically, by putting them head-to-head with Intel’s Core Ultra hardware. AMD says the Ryzen 7 8840U is almost 80 percent faster than the Core Ultra 7 155H while running the Deeplabv3 neural architecture, and it’s 43 percent faster while running Yolov8. More useful to consumers, though, are AMD’s claims about content creation: the company says the 8840U is 85 percent faster than the Ultra 7 155H while running DaVinci Resolve’s HD to UHD enhancement.

But AMD didn’t just stop there: It also says that new Ryzen chip is 60 percent faster than Intel’s while playing Far Cry 6 in 1080p with low graphics settings. Similarly, AMD says the Ryzen 8840U is 52 percent faster than Intel’s hardware in both Handbrake and LAME. We’ll have to take these numbers with a huge grain of salt, but if they’re accurate it means Intel could end up lagging behind AMD for another year.

To round things out for entry-level and mid-range buyers, AMD also announced a new batch of Ryzen 5000 chips for its older AM4 architecture. They’re spearheaded bv the $ 249 Ryzen 7 5700X3D, an eight-core chip featuring 100MB of 3D V-Cache, running between 3GHz and 4.1GHz. The most affordable new option is the $ 125 Ryzen 5 5500GT, a quad-core chip that can reach up to 4.4GHz.

Lenovo’s latest ThinkPad and IdeaPad laptops include new Intel Core Ultra chips

Lenovo has unveiled its latest productivity-focused ThinkPad and IdeaPad laptops ahead of CES. The systems are equipped with Intel's new Core Ultra chipsets, which include three compute engines — a central processing unit, graphics processing unit and neural processing unit. Those are designed to work together for greater efficiency. Lenovo notes that some compute tasks can be offloaded to the GPU or NPU for better performance and power management. Since they run on Windows 11, all three laptops will support Copilot AI features.

The IdeaPad Pro 5i is the first consumer Intel Evo Edition laptop that runs on an Intel Core Ultra chipset. Lenovo claims this will power faster AI-driven features, such as image and text generation, as well as photo editing. There are also claims of improved performance for traditionally demanding tasks like video editing and exporting, along with multitasking.

You can equip the IdeaPad Pro 5i with up to an NVIDIA GeForce RTX 4050 Laptop GPU, up to 32GB of LPDDR5X RAM and up to a 1TB SSD. An expandable SSD slot and SD card reader can help bump up the storage as well.

The laptop is available in 14-inch and 16-inch formats with several display options, including an 16:10 OLED panel with a 100 percent DCI-P3 color gamut and 120Hz refresh rate. The IR Full HD camera has a time-of-flight sensor and privacy shutter along with Windows Hello support.

No matter which size of the laptop you opt for, you'll get an 84WHr polymer battery with quick charging support via Thunderbolt 4. You'll get an HDMI 2.1 port, two USB 3.2 Gen 1 Type A slots and a 3.5mm audio jack. There's also Wi-Fi 6E and Bluetooth 5.2 support. The 14-inch model weighs 3.22 lbs and the larger variant is 4.3 lbs.

The Lenovo IdeaPad Pro 5i is available now. The laptop starts at $ 1,150.

You'll need to wait slightly longer for the Lenovo ThinkPad X1 Carbon Gen 12. Some configurations will be available later this month (starting at $ 2,989) and the full swathe of options to follow in March. The ThinkPad X1 2-in-1 Gen 9 will become available in March too. That laptop is expected to start at $ 2,639.

Lenovo has integrated a major accessibility-focused feature into the new ThinkPads in the form of additional tactile cues on the keyboard to help folks with visual impairments. The company says it worked with Microsoft’s Accessibility Team to help develop new industry standards in keyboard design. For instance, the F2 and F3 keys (often used for volume control) have tactile markings, as does the Insert key to help people tell it apart from the Delete key. Meanwhile, the ThinkPad X1 2-in-1 has a larger magnetic pen, which is said to deliver a better experience for those who prefer to use a stylus.

The ThinkPad X1 models include a self-explanatory Low Light Enhancer feature for the webcam. Lenovo says this tool runs on the NPU for greater system efficiency when you have video conferencing software such as Zoom running.

The ThinkPad X1 Carbon Gen 12 can be configured with up to 64GB of LPDDR5X RAM and up to 2TB of SSD storage. There's no dedicated GPU option as the laptop will support Intel Arc graphics. The 14-inch display can have a resolution of up to 2.8K with a refresh rate of 120Hz on an OLED panel.

As for ports, you'll get two USB-C Thunderbolt 4, two USB-C, an HDMI 2.1 and a 3.5mm audio jack. The ThinkPad X1 Carbon Gen 12 can be equipped with Wi-Fi 6E or 7 and Bluetooth 5.3. There are several webcam options too, up to an 8MP MIPI Computer Vision camera with privacy shutter. The laptop's weight starts at 2.42 lbs.

The ThinkPad X1 Yoga Gen 9 has similar specs though it, of course, is a 2-in-1. The other key difference is that the weight starts at 2.92 lbs.

Final Cut Pro uses Apple’s latest chips to improve face and object tracking

Following the recent launch of the new M3-equipped MacBook Pros, Apple will soon be releasing an update for its Final Cut Pro to make further use of its own silicon. According to the company, its updated video editing suite will leverage a new machine learning model for improved results with object and face tracking. Additionally, H.264 and HEVC encoding will apparently be faster, thanks to enhanced simultaneous processing by Apple silicon's media engines.

On the user experience side, the new Final Cut Pro comes with automatic timeline scrolling, as well as the option to simplify a selected group of overlapping connected clips into a single storyline, and the ability to combine connected clips with existing connected storylines. As for Final Cut Pro for iPad, users can take advantage of the new voiceover recording tool, added color-grading presets, new titles, general workflow improvements and stabilization tool in the pro camera mode. Both the Mac and iPad versions of Final Cut Pro will receive their updates later this month.

For those who need to focus on music creation, Apple has also updated Logic Pro with some handy new tools. For both the Mac and iPad versions, there's a new Mastering Assistant which claims to help polish your audio mix, by analyzing and tweaking "the dynamics, frequency balance, timbre, and loudness." You can use this tool to refine your mix at any point throughout the creation process. Another good news is that to avoid digital clipping and to boost low-level sensitivity, both flavors of Logic Pro now supports 32-bit float recording when used with compatible audio interfaces.

If you're a fan of "Sample Alchemy" — a sample-to-instrument tool — and "Beat Breaker" — an audio multi-effect plug-in — on Logic Pro for iPad, you'll be pleased to know that both features have been ported over to Logic Pro for Mac. Similarly, the Mac app has gained two free sound packs, "Hybrid Textures" and "Vox Melodics," which can be found in the Sound Library. Some may also find the new "Slip" and "Rotate" tools in the "Tool" menu handy.

Meanwhile, the updated Logic Pro for iPad offers a better multi-tasking experience. The app now supports iPadOS' "Split View" and "Stage Manager," thus letting you quickly drag and drop audio samples from another app — such as Voice Memos, Files or a browser — into Logic Pro. There's also a new "Quick Sampler" recorder plug-in for easily creating sampler instruments from any sound, via the iPad's built-in microphone or a connected audio input. This update, along with a handful of related in-app lessons, are available immediately.

OpenAI is reportedly considering making its own chips

ChatGPT might be powered by homegrown chips in the future, if OpenAI does indeed decide to make its own. According to Reuters, the company is currently exploring the possibility of making its own artificial intelligence chips and has even evaluated a potential acquisition. OpenAI CEO Sam Altman previously blamed GPU shortages for users’ concerns regarding the company API’s speed and reliability, so he reportedly made acquiring more AI chips a priority. 

In addition to being able to address GPU shortages, OpenAI using its own chips could make costs associated with running its products more manageable. Based on an analysis by Stacy Rasgon from Bernstein Research, each ChatGPT query costs the company around 4 cents. The service reached 100 million monthly users in its first two months, which translates to millions of queries a day, though it did lose users for the first time in July. Rasgon said that if ChatGPT queries reach a tenth of what Google gets, then it would initially need $ 48.1 billion worth of GPUs and would spend $ 16 billion a year on chips going forward. 

At the moment, NVIDIA controls the market for chips meant for AI applications — the Microsoft supercomputer OpenAI used to develop its technology, for instance, uses 10,000 NVIDIA GPUs. That’s why other companies — bigger players in the tech industry — have chosen to start developing their own. Microsoft, OpenAI’s biggest backer, has been working on an AI chip of its own since 2019, according to The Information. The product is codenamed Athena, and OpenAI has reportedly been testing the technology. 

OpenAI has yet to decide whether to push through with its plans, Reuters says. And even if it does choose to move forward, it could take years before it can start using it own chips to power its products.

Apple reportedly delays development of its own WiFi chips

Apple has "halted the development" of its own WiFi chip that was meant to replace Broadcom's in its devices "for a while," according to Ming-Chi Kuo. The notable analyst explained in a Medium post that he's basing this report on his latest survey of the semiconductor industry's foundries, equipment, packaging and testing. If you'll recall, Bloomberg reported earlier this month that the tech giant was working on its own wireless chips meant for devices slated for release in 2025. While Apple has yet to confirm the report, it's not exactly hard to believe: The tech giant has been taking steps to design and manufacture more in-house components to lessen its reliance on outside companies. 

Kuo said Apple chose to devote most of its resources to developing its next-gen A-series and M-series processors instead. That way, it can ensure that the processors for its iPhones, iPads and MacBooks can enter production over the next couple of years. The analyst also explained that it's riskier for Apple to use its own WiFi chips at a time when companies are switching their devices over to WiFi 6E. "Broadcom will be the biggest winner" in this situation, he said, since the iPhone 15 is expected to feature the new WiFi standard that allows access to the 6 GHz band.

While it's unclear if Apple will ever release its own WiFi chip, Bloomberg's Mark Gurman said the company's wireless chipset ambition isn't entirely dead. In Kuo's Twitter thread about the report, Gurman chimed in and said that the tech giant is still working on a combined WiFi-Bluetooth chip. Gurman previously said that the tech giant is also working on a chip that combines Bluetooth, cellular and WiFi in a single component, but he didn't say if that one is still under development.

When The Information published a piece last week that said Apple is working on a cheaper mixed-reality headset, one of its sources claimed that the device could use the company's in-house Bluetooth and WiFi chipset. That would allow Apple to keep costs and the device's final retail price low, since it wouldn't have to deal with a third party company's pricing demands.
